Cuomo today\u00a0announced the NYS Department of Health has\u00a0released\u00a0a draft COVID-19 Vaccination Administration Program that serves as an initial framework for ensuring the safe and effective distribution of a COVID-19 vaccine in New York.<\/p>\n<p><a href=\"https:\/\/www.governor.ny.gov\/news\/governor-cuomo-announces-draft-new-york-state-covid-19-vaccination-administration-program\">https:\/\/www.governor.ny.gov\/news\/governor-cuomo-announces-draft-new-york-state-covid-19-vaccination-administration-program<\/a><\/p>\n<p>The draft program\u00a0was developed\u00a0in consultation with leading\u00a0clinical and public health experts, and requires\u00a0collaboration and partnership with local departments of health, community partners and organizations, and the federal government.<\/p>\n<p>Given the many unknowns at this point in the vaccine development process, the draft New York State COVID-19 Vaccination Administration Program is\u00a0designed\u00a0to be flexible and account for multiple variables and scenarios regarding\u00a0vaccine availability, timeline for vaccine approval, delineation of federal and state responsibilities, funding, supply chain needs, and allocation requirements.<\/p>\n<p>\"We are coming up with a plan on many presumptions. We\u00a0don't\u00a0know how many doses we're going to get. We\u00a0don't\u00a0know what vaccine we're going to get. We\u00a0don't\u00a0know when we're going to get it. The state will have a statewide vaccination plan. We will do it in concert with the federal government. The federal government is in charge of producing the actual vaccine and distributing the vaccines,\"\u00a0<strong>said Governor Cuomo.<\/strong> \"States cannot do this on their own. Period. This is a massive undertaking. This is a larger operational undertaking than\u00a0anything\u00a0we have done under COVID to date. This is a more complicated undertaking and task. And we need the federal government to be a competent partner with this state and with every state.\"<\/p>\n<p>Following the determination that the vaccine is safe and effective, the draft Vaccination Program prioritizes vaccination recipients based on science, clinical expertise, and public health. The draft plan outlines:<\/p>\n<ul>\n<li>Guiding principles to be adhered to throughout the vaccine process<\/li>\n<li>Key assumptions, unknowns, and variables that may impact vaccine planning<\/li>\n<li>Measures to ensure vaccine safety and effectiveness, both pre and post administration<\/li>\n<li>Expertise to guide vaccine distribution and implementation<\/li>\n<li>A vaccine prioritization matrix based on clinical guidance<\/li>\n<li>A process for efficient vaccine distribution and delivery<\/li>\n<li>Measures to train, register, deploy and support providers to administer the vaccine<\/li>\n<li>A data and IT infrastructure to coordinate and monitor all aspects of the vaccine program<\/li>\n<li>A public education and community outreach campaign to build trust and inform the public<\/li>\n<li>A Vaccine Central Command Center to manage the entire vaccine program<\/li>\n<li>A budget and procurement process to obtain necessary supplies and equipment<\/li>\n<\/ul>\n<p>The\u00a0draft New York State COVID-19 Vaccination Administration Program responds\u00a0to the fact that there are\u00a0still myriad unknowns about the federal government's vaccine development process and plan, including its timing, allocation, quantities, prioritization, distribution,\u00a0administration\u00a0and monitoring post-administration. To date, the federal government\u00a0has not clearly delineated\u00a0the\u00a0roles and responsibilities between the\u00a0federal and state government, outlined how the vaccine\u00a0will be funded or reimbursed, and provided other key details that will be required before New York can finalize plans for a vaccine program.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Governor Andrew M.
