Sec 1<\/strong><\/p>\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\"><strong><u>BILL NUMBER:<\/u><\/strong> S4864<\/p>\n<p style=\"text-align: center;\"><strong><u>SPONSOR:<\/u><\/strong> COONEY<\/p>\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\"><strong><u>TITLE OF BILL<\/u><\/strong>:<\/p>\n<p style=\"text-align: center;\">An act to amend the social services law, in relation to health care and<\/p>\n<p style=\"text-align: center;\">mental hygiene worker bonuses<\/p>\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\"><strong><u>PURPOSE OR GENERAL IDEA OF BILL<\/u><\/strong>:<\/p>\n<p style=\"text-align: center;\">This bill includes fire districts as eligible employers under the New<\/p>\n<p style=\"text-align: center;\">York State Health Care and Mental Hygiene Worker Bonus (HWB) Program.<\/p>\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\"><strong><u>SUMMARY OF PROVISIONS<\/u><\/strong>:<\/p>\n<p style=\"text-align: center;\">This bill amends the social services law by amending section 367-w to<\/p>\n<p style=\"text-align: center;\">include fire districts under the definition of municipal corporation.<\/p>\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\"><strong><u>JUSTIFICATION<\/u><\/strong>:<\/p>\n<p style=\"text-align: center;\">Part ZZ of Chapter 56 of the Laws of 2022 established the New York State<\/p>\n<p style=\"text-align: center;\">Health Care and Mental Hygiene Worker Bonus (HWB) Program, which allo-<\/p>\n<p style=\"text-align: center;\">cated funding for the payment of bonuses for certain frontline health-<\/p>\n<p style=\"text-align: center;\">care workers.<\/p>\n<p style=\"text-align: center;\">While fire districts are covered under the definition of municipal<\/p>\n<p style=\"text-align: center;\">corporation in other sections of state law (General Municipal Law<\/p>\n<p style=\"text-align: center;\">section 119-n), fire districts were not included in the definition of<\/p>\n<p style=\"text-align: center;\">municipal corporation under Chapter 56 of the Laws of 2022.<\/p>\n<p style=\"text-align: center;\">Despite the state Department of Health clarifying on the NYS Health Care<\/p>\n<p style=\"text-align: center;\">Worker Bonus (HWB) Program FAQ website that fire districts are \"eligible<\/p>\n<p style=\"text-align: center;\">employers,\" the first responders employed by fire districts have unable<\/p>\n<p style=\"text-align: center;\">to access the HWB Program.<\/p>\n<p style=\"text-align: center;\">This legislation would address this technical drafting error and allow<\/p>\n<p style=\"text-align: center;\">for the front line health care workers, including certified first<\/p>\n<p style=\"text-align: center;\">responders, emergency medical technicians, advanced emergency medical<\/p>\n<p style=\"text-align: center;\">technicians, and paramedics employed by fire districts to be eligible<\/p>\n<p style=\"text-align: center;\">for the HWB Program.<\/p>\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\"><strong><u>PRIOR LEGISLATIVE HISTORY<\/u><\/strong>:<\/p>\n<p style=\"text-align: center;\">None<\/p>\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\"><strong><u>FISCAL IMPLICATIONS<\/u><\/strong>:<\/p>\n<p style=\"text-align: center;\">None<\/p>\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\"><strong><u>EFFECTIVE DATE<\/u><\/strong>:<\/p>\n<p style=\"text-align: center;\">This act shall take effect immediately<\/p>\n<p style=\"text-align: center;\">\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\">\n<p style=\"text-align: center;\">\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>NEW YORK STATE SENATE INTRODUCER&#8217;S MEMORANDUM IN SUPPORT submitted in accordance with Senate Rule VI.
